PROJECT: PUBLIC PRIVATE PARTNERSHIP IN THE SOCIAL SECTOR – SPREADING THE LESSONS OF THE UK’S AND ST PETERSBURG’S EXPERIENCE

Russia’s social infrastructure requires significant and urgent modernisation.  But local governments cannot meet this need solely from their own budgets.  Public Private Partnerships (PPPs) offer a solution, allowing private companies to assume substantial financial risk in infrastructure projects.   
Russia’s PPP market is still some way from maturity.  Barriers to its full development remain, not least lack of institutional capacity.  We can use best practice from the UK and the St Petersburg City Authorities to address these barriers. The Treasury’s Infrastructure UK has considerable expertise plus experience of Russia.  UK consultancies are already active in Russia on PPPs (e.g. Herbert Smith, DLA Piper, and Ernst & Young). 
St Petersburg leads the way on PPPs in Russia, having completed a number of large-scale projects successfully in recent years. 
PPPs provide a sustainable model for Russia’s ongoing social infrastructure needs.
